This report is both descriptive and analytical. For this, the researcher compares housing which was developed by a KPR developer with housing developed by the Perum-Perumnas. Additionally, data was collected through studying documents and interviewing developers, bank officials, and members of related institutions. Whereas the main body of research is a qualitative analysis, the quantitative analysis serves to complement this material.
From this research, it can be concluded that the KPR developers use of construction loans for housing developments is relatively minimal when compared to the housing developed by the Perum-Perumnas. This lack is due to the reluctance of the banks to distribute credit to the KPR developers; funds are quite limited, credits are relatively long, and legal security is unavailable in the form of a credit, or Commitment Letter, from BTN. Consequently, the KPR developers who are in a relatively weak economic housing sector category can not be competitive with developers that are categorized in the Real Estate Indonesia (REI). The housing develops, therefore, with the effort of strong capital supports. Alongside these factors, the construction loan has weaknesses and obstracles as a funding resource. These must be corrected because these loans are not used by the KPR developers.
There are two main factors which led up to this proposed suggestion. First of all, the mechanism and procedure of getting a Commitment Letter from the Bank Tabungan Negara (BTN) does not work effectively.
