    Implementasi Kebijakan Ketertiban Sosial (Kawasan Bebas Pengemis dan Gelandangan) di Kota Batam

    Abstract
    The social order policy (a beggar and homeless free area) was made by the Batam City Government which is listed in Batam City Regional Regulation No. 6 of 2002. This policy stipulates that Batam City is one of the cities that prohibits begging or vagrancy activities that can disrupt social order. However, in reality the implementation of this policy has not fully run optimally, because beggars and homeless people are still found in green lanes, even publik places such as roads, restaurants, tourist attractions, and others. This study aims to identify, understand, and describe the implementation of social order policies (beggars and homeless areas) in Batam City. The research method used in this research is descriptive research with a qualitative approach. Data collection techniques were carried out by interview, observation, and documentation techniques. The data obtained were analyzed qualitatively with the policy implementation theory approach proposed by Edward III covering communication, resources, dispositions, and bureaucratic structure. As well as focusing on the supporting factors and inhibiting factors of the implementation of the policy. The results of this study indicate that the Implementation of Social Order Policy (Beggars and Homeless Areas) in Batam City has been going well, but not yet optimal. The handling efforts made by the Batam City Social and Empowerment Service in dealing with the problem of beggars and homeless people are by conducting outreach efforts and providing guidance and training for these beggars and homeless people, this is done so that they no longer take to the streets to beg or vagrant. One of the supporting factors for the implementation of this policy was the formation of an outreach team/Rapid Reaction Team (TRC), then the building where the UPTD P2PMKS Nilam Suri training was built. However, the inhibiting factor is the commitment and consistency of the outreach workers who are still lacking and the training conducted at UPTD Nilam Suri has not completely changed the mindset of these beggars and homeless people.
