    Abstract
    Electronic traffic law enforcement (e-TLE) is a program innovation implemented by the Indonesian National Police. Electronic traffic law enforcement (e-TLE) is an information technology-based law enforcement system in the field of traffic using electronic devices in the form of cameras or devices that can detect traffic violations. Electronic Traffic Law Enforcement (e-TLE) is said to be a public service innovation, because the application of electronic traffic tickets comes from the idea of changing the system used, from a manual system to an electronic system, and the use of electronics is able to solve problems related to former public service. In the implementation of e-TLE innovation, the process of diffusion or dissemination of information is carried out. Diffusion of Innovation can be seen from the existence of innovations in the use of information and communication technology in the e-TLE program, communication channels through massive and systematic communication, the diffusion period of 15 months, and penetration through social systems such as the Department of Transportation and the Post Office. The e-TLE program is implemented with the aim of improving public services, and reducing violations of traffic rules. However, in its implementation, there are still problems, namely: the lack of availability of CCTV cameras, inadequate facilities, lack of outreach and communication, and high fine rates. Thus this study aims to describe the Diffussion of Inovation Electronic Traffic Law Enforcement (e-TLE) Program in Improving Public Services at the Gakkum Sub-Directorate (Ditlantas Polda Sumut). The research method used is a qualitative research method with a descriptive approach. Data collection techniques are carried out by observation, in-depth interviews, and documentation. The data obtained were analyzed using the innovation diffusion model by Everett M Rogers where there are three elements that influence the process of an innovation, namely: Innovation, Communication Channels, Time, and Social Systems. The results of the research show that the implementation of the e-TLE program is quite good, but there are several things that must be maximized, in order to better support the implementation of the e-TLE program. The e-TLE program is also considered to be in accordance with the original purpose of its implementation, namely the creation of a culture of orderly traffic. For example, in terms of the availability of cameras that are still lacking, mechanisms that are considered to be complicated, high ticket fine rates, and the lack of socialization carried out by the Police.
