Protection of personal data security is something that must be accepted by everyone. Especially the personal data of e-passport users, where the data is important and confidential data that must be protected. However, cases of e-passport data leaks are still found, which causes data protection so that it has a negative impact on the data owner. To overcome this problem, a good strategy is needed from the Government, in this case the Special Class I Immigration Office for TPI Medan as the regional office of the Directorate General of Immigration.
The purpose of this study was to find out and describe the government's strategy at the Immigration Office Class I Special TPI Medan in protecting e-passport data security and to find out and describe the supporting and inhibiting factors of the government's strategy at the Immigration Office Class I Special TPI Medan in protecting data security e-passport. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out by interview, observation, and documentation techniques. The theory used in this study is Koteen's Strategy Type theory, namely organizational strategy, resource support strategy, program strategy and institutional strategy. The strategy of the Class I Special Immigration Office at TPI Medan is included in the types of organizational strategies and resource support strategies, so this research focuses on these two strategies, as well as focuses on the supporting factors and inhibiting factors of these strategies.
The results of this study show that the TPI Medan Special Class I Immigration Office does not explicitly protect personal data in the strategy they use. This can be seen from the organizational strategy carried out by the office, which does not openly talk about protecting personal data in its vision, mission and values. But if you dissect and derive from point to point each of these visions, missions and values, then there are methods or actions related to the protection of personal data, which have been implemented quite well by the TPI Medan Special Class I Immigration Office. Likewise with resources support strategy that talk about employees in terms of personal data protection that is sufficient and in accordance with workload, as well as budgets and infrastructure that also support the process of protecting personal data including e-passports. Factors supporting the government's strategy at the TPI Medan Special Class I Immigration Office are the existence of a system that uses international standards and technology that always makes it happen, parties accessing e-passport personal data are limited and there is public trust. While the inhibiting factors are disrupted signals and networks and the absence of specific laws and regulations that clearly discuss the protection of personal data.
