The development of the tourism sector is one of the efforts to increase local revenue. The regional potential in the tourism sector owned by Samosir Regency can be a force for developing the area and increasing Original Local Government Revenue (PAD) from the existing tourism sector. However, the data shows that the realization of PAD in recent years has always failed to reach the set target. To respond to this problem the Tourism Office needs the right strategy to overcome this. The purpose of this study is to analyze the tourism sector development strategy in increasing Original Local Government Revenue (PAD) carried out by the Tourism Office of Samosir Regency.
The research method used in this research is qualitative research with a descriptive approach. Data collection was carried out by interview, observation and documentation techniques. The data sought for this research is data related to the tourism development strategy in increasing Original Local Government Revenue (PAD) carried out by the Samosir Regency Tourism Office.
The results of the study show that the Samosir Regency Tourism Office uses an aggressive strategy that utilizes strength factors to seize all available opportunities, namely improving the quality of the attractiveness of Samosir Regency tourism objects and increasing promotion at home and abroad. The strength factors of Samosir tourism are the resources, potential, and selling points that Samosir tourism has to offer to the archipelago and abroad and also the strength of relationships and cooperation with tourism stakeholders, especially the central government. The weakness factor is the problem of the availability of human resources that are not yet qualified. The opportunity factor is when people have a tourism mindset, even the smallest things with ideas packaged in creativity can be offered as attractive. And the threat factor is some events that occur beyond human control such as several calamities. the cooperation of all tourism components is needed in it such as the central government, local government, tourist attraction managers and the local community. Therefore, communication and transparency are indispensable.
