    Partisipasi Masyarakat dalam Mewujudkan Program Pojok Baca Digital (POCADI) di Kota Tebing Tinggi

    Abstract
    This study aims to determine community participation in the implementation of the Digital Reading Corner (POCADI) program in Tebing Tinggi City by the Tebing Tinggi City Regional Library and Archives Office which focuses on community involvement in the community participation stage, namely related to how the community utilizes the Pocadi program to increase interest in reading and digital literacy in Tebing Tinggi City. The purpose of the Digital Reading Corner program for Tebing Tinggi City is to form habits and cultivate a love of reading so that it can become one of the potentials of the community to be able to excel and excel in various fields of life. The Digital Reading Corner program is important and a priority because it can stimulate the community with facilities that support reading activities, looking for reference reading materials and scientific recreation. This study uses a qualitative descriptive research method. Data collection techniques are interviews, observation and documentation. The informants used in this study were the Head of the Tebing Tinggi City Regional Library and Archives Service, the Head of Library Cooperation and Sub-Services, Pocadi Staff, Library Extension and Pocadi Visitors. The research results obtained using the analysis of the theory of community participation put forward by Cohen and Uphoff (decision making, implementation, benefit taking, evaluation) and the implementation theory put forward by George Edward III (communication, resources, disposition and bureaucratic structure) show that the Pocadi program has not shown positive impact in increasing interest in reading and literacy in society. Community participation in the Pocadi program has not been carried out optimally at each stage. Especially at the implementation stage, where the community has not fully utilized Pocadi as a place to read that supports increasing public interest in reading and digital literacy. In addition, the lack of clear provisions in running the Pocadi program makes it ineffective as a program that supports increasing interest in reading and digital literacy
