Studi tentang Transparansi dalam Pelayanan Publik di Kelurahan Padang Bulan Selayang II Medan

Abstract

At present, the development of the reform era demands changes and improvements to better public services. Implementation of Government Administration as stipulated in Law Number 30 of 2014 seeks to improve good governance and prevent the practice of Corruption, Collusion and Nepotism (KKN) which until now has often occurred in various elements of government in Indonesia. Kelurahan is one of the smallest institutions in government that needs to improve its public service system, especially in terms of transparency because it is still a scourge of problems today. The purpose of this study is to describe transparency in public services in the Padang Bulan Selayang II Medan Village and to find out the obstacles in its implementation. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Kristianten (2006) with indicators of willingness and accessibility of documents; Clarity and completeness of information; Process openness and regulatory framework that ensures transparency. The results of the study test that Transparency in Public Services in the Padang Bulan Selayang II Village, Medan can be said to be quite transparent, but of course transparency still needs to be increased.. This can be seen from the fulfillment of transparency indicators which are the reference for researchers. Starting from the availability of documents needed by the community to process files, the availability of bulletin boards and social media from the Kelurahan so that the public can access information, then there are regulations that serve as guidelines for the Kelurahan to carry out their duties in public service and there are quite preventive actions that have been taken by the Kelurahan and sub-district parties in following up on violations that occurred within the scope of the Kelurahan. Therefore, the Padang Bulan Selayang II Medan Urban Village can collaborate with the Medan Selayang District in improving the quality of civil servants in the Kelurahan and creating innovations in terms of conveying information and approaching the community in Padang Bulan Selayang II Urban
