    Analisis Stakeholder Pengelolaan Food Estate di Desa Ria-Ria, Kabupaten Humbang Hasundutan, Provinsi Sumatera Utara

    Abstract
    Food availability helps ensure that the entire population gets a food supply in quantity, quality, variety and safety to meet their needs. One of the government's breakthroughs is the development of a food barn or so-called Food Estate. The government has designated Humbang Hasundutan District as one of Indonesia's food development areas including Ria-Ria Village, so stakeholder involvement is urgently needed. This study aims to map stakeholders based on their influence and interests and to find out the relationship between each stakeholder on the management of Food Estate. The research was conducted from December 2021 to January 2022 in Ria-Ria Village, Pollung District, Humbang Hasundutan Regency and used a qualitative stakeholder analysis method to analyze the data. Stakeholders in the management of Food Estate in Ria-Ria Village consist of 16 parties grouped based on influence and interest, the First is Subjects consist of Off-takers/Investors and Farmers, the Second is Key Players consist of the Ministry of Maritime and Investment Coordinator, the Ministry of Environment and Forestry, the Ministry of Public Works and Public Housing, the Ministry of Agriculture the Ministry of Planning National Development, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency and the Agriculture Service, the Third is Crowds consist of Banking, State Electricity Company and Universities, and the Fourth is Context Setter consists of the Environment Service, the Public Works and Spatial Planning Service, the Communication and Informatics Service and Pollung District Head. Each party has a potential conflict relationship, complement each other and work together.
