dc.description.abstractTourism Destination Development is an effort of activity carried out to develop/advance tourist destinations/objects by improving facilities and services that suit the needs of tourists. The Department of Culture and Tourism of Samosir Regency is a regional apparatus organization that plays an important and responsible role in the development of tourism destinations. Leading Tourism Destinations in Samosir Regency are the focus of researchers, namely the Air Terjun Efrata and Pantai Pasir Putih Parbaba Tourism Objects. The problem that arises in efforts to develop leading tourism destinations is that there are still incomplete facilities/infrastructure caused by poor planning and arrangement efforts. The research method used in this study is a descriptive method with a qualitative approach. Researchers conducted interviews with informants from the Department of Culture and Tourism of Samosir Regency, and tourism/community business actors as well as tourists who visited the leading tourist attraction. The researcher also conducted documentation, observation and literature study using Baser et al's theory that organizational capacity can be seen through the ability to commit and engage, the ability to perform technical tasks, service delivery and logistics, adapt and self-renewal, the ability to relate and attract resources and support, and the ability to balance differences and coherence. Based on the research conducted, the capacity of the Department of Culture and Tourism of Samosir Regency in developing the leading tourism destination of Samosir Regency is still not optimal because the planning for structuring tourism objects does not involve the community as a whole and the level of awareness of Sapta Pesona is low. The government continues to strive to provide socialization and training to the community. The development of tourism destinations carried out at the Air Terjun Efrata and Pantai Pasir Putih Parbaba is quite good, but there are complaints from the public regarding the involvement of structuring planning and the revitalization of Pantai Pasir Putih Parbaba was not fully agreed upon bylocal business actor.en_US
