dc.description.abstractLake Toba National Tourism Strategic Area (KSPN) is a form of central government support in improving the tourism sector in areas that intersect with Lake Toba. One of the areas that has the strategic tourism potential of Lake Toba is Samosir Regency which is in the middle of Lake Toba. As a form of support from the Samosir Regency Government in supporting KSPN of Lake Toba, the Samosir Regency Government created a transportation-based tourism program to introduce tourist objects in Samosir Regency, namely the Samosir Tourism Bus. This research was conducted to find out how the implementation process carried out in the Samosir Tourism Bus program to support Lake Toba National Tourism Strategic Area using the six variables of the Van Metter and Van Horn implementation model. This research uses a qualitative approach with data collection techniques of interviews, observation and documentation conducted at the Samosir Regency Culture and Tourism Office and at tourist attractions that become Samosir Tourist Bus stop points and research informants consist of the Head of the Tourism Destination Development Division, Head of Business and Cooperation, Samosir Tourist Bus program implementers, managers of tourist attractions that become stop points, bus users, and tourist attraction visitors. The results showed that the implementation of the Samosir Tourist Bus program has several problems based on variables from the Van Metter and Van Horn Implementation model, namely: The Samosir Tourist Bus program was not implemented with mature regulations because during its implementation there were two changes in operating regulations. This has an impact on the Samosir Tourist Bus operating system which has changed to a rental system; Lack of human resources in the implementation of the Samosir Tourist Bus program; Coordination between fields at the Samosir Regency Culture and Tourism Office is not good in implementing the Samosir Tourist Bus program; The existence of the covid1-19 pandemic factor has an impact on the less than optimal implementation of the Samosir Tourist Bus program. Therefore, the implementation of the Samosir Tourist Bus program in increasing visitors to support the Lake Toba National Tourism Strategic Area is not optimalen_US
