dc.description.abstractThe Smart Indonesia Program (PIP) has the goal of helping the operational costs and personal costs of underprivileged students and reducing the number of children dropping out of school for financial reasons. However, its implementation has several problems, such as the lack of cooperation from government agencies in collecting data on poor families and students receiving financial assistance, some of whom come from wealthy families, and the deduction of educational assistance funds by schools or channeling banks. Likewise the problems that arose at the Agape Community Learning Activity Center (PKBM) related to the completeness of the required documents for proposing and disbursing PIP, socialization that was still uneven, lack of interest from students. This study uses descriptive qualitative methods using interview, observation, and documentation techniques to collect data related to the implementation of the Smart Indonesia Program policies. Then the data that has been collected is analyzed using implementation variables described by Van Meter and Van Horn, namely policy standards and objectives, resources, inter organizational communication, characteristics of implementing agents, implementor dispositions, and social, political and economic conditions. The results of the study show that the implementation of the Smart Indonesia Program in non-formal education at PKBM Agape has been carried out. Standards and policy targets, determine the standards or criteria according to the age of the students and their levels and the targets are appropriate according to the categories set. Resources, operators are sufficient but non human resources such as documents for the requirements for proposing and disbursing PIP are still inadequate. Communication between organizations, communication between agencies and institutions through socialization is sufficient, but communication between the local government and the community is not optimal because socialization is still uneven. The characteristics of implementing agents, seen from the pattern of relationships that exist where the Medan City Education Office as the implementer is assisted by PKBM Agape to implement PIP. The disposition is that there is still a lack of implementor knowledge regarding the amount of PIP funds. Social, economic, and political conditions, economic conditions make a lack of understanding of students or parents of students, lack of interest in learning and lack of concern for studentsen_US
