dc.description.abstractThe Procurement General Plan Information System (SIRUP) is a means or tool for announcing the General Procurement Plan (RUP) and aims to facilitate PA/KPA in announcing the General Procurement Plan (RUP). Announcement of the Procurement General Plan (RUP) is a form of transparency to the public in terms of procurement of goods/services. Because with the announcement through the Procurement General Planning Information System (SIRUP) all programs and activities carried out by the Asahan District Agriculture Office can be seen openly by the community of business actors who will become providers of goods/services. That way the Agriculture Office no longer needs to look for providers of goods/services, it is enough to input what programs/activities will be carried out, then the providers of goods/services will offer their goods and services. However, there are still things that make the use of the Procurement General Planning Information System (SIRUP) not completely easier, because when inputting data, the Commitment Making Officer (PPK) and the SIRUP Admin are still working outside of normal working hours. Another problem also arises, namely inputting is not done all at once because the budget for carrying out activities and programs for the Department of Agriculture is not all given directly. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation, and documentation. The data obtained was then analyzed qualitatively by examining all the data that had been collected and supported by the results of interviews with Duncan's theoretical approach (Steers, 1985) which suggested that effectiveness could be seen by reviewing several dimensions, namely goal attainment, integration, and adaptation. The results of this study indicate that the effectiveness of the use of the General Procurement Planning Information System (SIRUP) at the Asahan District Agriculture Office has been going quite well but cannot be said to be effective, because there are still obstacles encountered in its use. This can be seen from the SIRUP Admin who inputs data outside working hours so that he can enter data into the General Procurement Planning Information System (SIRUP), and the input is not carried out all at once which causes the use of the General Procurement Plan Information System (SIRUP) to not run effectively. But in terms of announcing the General Procurement Plan (RUP) it is quite easy for the Asahan District Agriculture Service.en_US
