Kinerja Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak (P2TP2A) Kabupaten Langkat dalam Penanganan Kasus Kekerasan Seksual pada Anak di Kabupaten Langkat

Abstract

The high number of cases of sexual violence against children in Langkat Regency is already at quite an alarming stage. Langkat Regency as the third largest district in North Sumatra Province where cases of sexual violence against children have occurred, must pay attention to the handling of cases of sexual violence. The handling of cases is carried out by the Integrated Service Center for the Empowerment of Women and Children (P2TP2A) of Langkat Regency. In the mentoring process, it was discovered that there were several weaknesses in the P2TP2A of Langkat Regency, such as the lack of budget, staff, and facilities, as well as coordination between institutions which was still not visible. Some of these deficiencies may affect the performance of P2TP2A Langkat Regency in handling cases of sexual violence against children in Langkat Regency. It is necessary to analyze the performance of the P2TP2A Langkat Regency to describe the performance of P2TP2A Langkat Regency in handling cases of sexual violence against children in Langkat Regency. The research method used in this research is descriptive research with a qualitative approach. The data collection techniques are interviews, observation, and documentation. Performance analysis uses theory from Pidd namely economics, efficiency, effectiveness, equity, and ethics. The results of the study showed that the performance of P2TP2A in Langkat Regency was quite good in handling cases of sexual violence, seen from the fulfillment of several indicators such as efficiency where P2TP2A in Langkat Regency could provide good handling of cases of sexual violence in children even with limited resources. In terms of effectiveness, it is also said to be good because it has properly accompanied all case reports submitted to P2TP2A Langkat Regency. Then, equity can also be fulfilled because mentoring services are carried out fairly and without discrimination. Finally, ethics is also fulfilled because the implementation of handling is in accordance with standards and uses the role of ethical instincts in handling. Only in the economy is it still not optimal because there are still expenses that are not in the budget planning which causes expenses to be financed using employee personal money
