    Abstract
    Kampung Yaman Village is one of the villages in the Aek Natas sub-district, North Labuhan Batu Regency, North Sumatra Province, Indonesia. This village manages village funds according to the principles and rules that have been legally regulated. However, there are still many implementations that are not right on target, causing unsustainable development. This requires a more in-depth analysis of the process of implementing village funds in the village of Kampung Yaman. The Village Fund Allocation comes from the Regency Government and presenting this Village Fund Allocation is a stimulus for community independence in carrying out development in their area. The purpose of this study is to describe and describe the Village Fund Policy Implementation Process in Yaman Village, Aek Natas District, North Labuhanbatu Regency. The research method used in this research is descriptive research method with qualitative data analysis approach. In this case, the researcher uses the policy implementation model of Van Meter and Van Horn. This model was chosen because the variables of this implementation model can explain comprehensively about the process of implementing government policies in the use of village funds in Yaman Village, Aek Natas District, Labuhan Batu Utara Regency. The variables of this implementation model are policy targets, resources, communication, characteristics of implementing agents, social, political, and economic conditions, and dispositions. The implementation of government policies in the utilization of Yaman Village funds is illustrated by village communities who do not participate in the utilization of the village environment and do not take care of their condition. The developments that have been realized by the village apparatus are not properly maintained, so this becomes an obstacle in the implementation of village funds. Based on interviews, observations and documentation, the authors found obstacles and suggestions that could improve performance in the future. The community is just waiting for improvement from the village government. This is supported by the lack of transparency in the use of village funds to the people of Kampung Yaman, as well as the lack of communication between the village government and the village community. Development in this village also contributes to the resolution of social problems in the region, proper utilization and solutions that will encourage the central government as well. The importance of implementing village funds to monitor and be monitored is because it sees a large view of local level problems.
