dc.description.abstractOne of the government's efforts to provide and protect the public for identity is realized by issuing Electronic Identity Cards (e-KTP) Listed in Law number 24 of 2013 the regulation concerning Population Administration including e-KTP, the issuance of e-KTP aims to improve data collection , protection and public services as well as an effort to fulfill citizens' constitutional rights. Public awareness in Asahan District of the importance of e-KTP as a means of protection and community identity is still relatively low. It can be seen from the targets in Asahan District. There are 25 sub-districts and targets that are required to have e-KTP in Asahan District totaling 790,686 people. In 2021 the number of targets who have e-KTP is only 478,892 out of 790,686 people. There is a national target of 80% for each district and city. The implementation of e KTP in Asahan District has not yet reached half of the number of people in Asahan District and also the expected targets. In order to achieve the target of e KTP ownership, the Government issued the Indonesian Movement for Population Administration Awareness Program (GISA). With that, the government issued the Minister of Home Affairs Number 470 of 2018 concerning the GISA program, the GISA program is only issued by the Regency/City Disdukcapil. The goal of the GISA Program is to be aware of the ownership of population documents, to be aware of updating population data, to be aware of the use of population data for all matters, and to be aware of Adminduk services that make the community happy. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview techniques, observation, and documentation related to the Implementation of the Indonesian Movement Aware of Population Administration (GISA) Program in making e-KTP at the Asahan Regency Population and Civil Registration Service. The data analysis technique used is data reduction, data presentation, and drawing conclusions. To ensure the correctness of the information, researchers used data triangulation. The results of this study can be seen that the Implementation of the Indonesian Movement Aware of Population Administration (GISA) Program in making e-KTP at the Asahan Regency Population and Civil Registration Office has been carried out. In the implementation process, the Disdukcapil of Asahan Regency has coordinated with the Camat office and collaborated with schools in Asahan Regency. However, in the implementation of Disdukcapil there are obstacles, one of which is due to the Covid-19 pandemic. This resulted in less optimal outreach to the community. The community also does not benefit from the e-KTP because there is no use of data via e-KTP by public organizations in Asahan District.en_US
