    Abstract
    Innovation is a necessity carried out by local governments, including the Deli Serdang district government. In making innovations, policies focused on waste issues are needed. Regional Regulation No. 4 of 2021 on Waste Management Procedures is the basis for the Deli Serdang Environmental Agency in creating the Jumpa Madu (Garbage Collection for Cash) innovation. The Jumpa Madu innovation program is used to attract public interest in caring for the environment. This study aims to answer the problem of how the Jumpa Madu Program Innovation in the Deli Serdang District Environmental Agency works. This research uses a qualitative method. Data collection techniques used by researchers are interviews, observations, and documentation to support the research. The data obtained is analyzed using Everett M. Rogers' (1983) Innovation theory, which includes innovation elements (Innovation, Communication Channels, Time, and Social Systems) and innovation characteristics: relative advantage, compatibility, complexity, trialability, and observability. The results of this study show that the Jumpa Madu program innovation has criteria for overcoming waste reduction management in the community and can support the economy of the community. The communication channel indicators are still very lacking, so socialization is still needed through various channels so that the community can understand the Jumpa Madu innovation. Furthermore, this innovation has obstacles in the aspect of Human Resources where there is still a lack of cooperation between the government and the community in succeeding the Jumpa Madu innovation. Next, the cost or funding obstacles to paying for waste that the community still uses are self-funded. Third, the lack of facilities such as tricycles and waste collection points (TPS).
