    Abstract
    Domestic violence (KDRT) is a problem that is very difficult to eliminate in the lives of Indonesian people, especially those who still live in a patriarchal culture. Domestic violence in Indonesia is now increasing every year, especially during the Covid-19 pandemi. The Covid-19 outbreak is currently hitting all parts of the world including Indonesia which has caused various problems that are currently hampering the economic cycle and causing an economic crisis. The economic crisis had an impact on family harmony and led to domestic violence. Women and family members who experience domestic violence have the right to be met. The Medan City Women's Empowerment, Child Protection, Community Empowerment Service (DP3APM) as an agency provided by the government is expected to provide protection for victims who experience violence, this protection was carried out as a form of fulfilling victims' rights during the Covid-19 pandemi. Considering that the city of Medan is one of the highest contrIbu tors to cases of domestic violence in Indonesia, DP3APM is trying to maximize the implementation of policies for handling domestic violence during the Covid-19 pandemi. The purpose of this research is to find out how the implementation of domestic violence handling policies was carried out by DP3APM during the Covid-19 pandemi and to find out what were the obstacles. The type of data collection used is qualitative research with a descriptive approach using Van Meter and Van Horn theory with standard and target indicators, resources, inter-organizational relations (communication), characteristics of implementing agents, social, economic, and political conditions and the disposition of the implementer. Research data collection techniques using observation techniques, interviews, and documentation. The results of the study, that the implementation of the DP3APM policy in handling domestic violence during the Covid-19 pandemi has been carried out well, especially on indicators of inter-organizational relations (communication) and the characteristics of implementing agents. Research indicators are not yet optimal in the field of standards and targets that have not been optimally achieved, human resources (HR) are insufficient and many experts are placed in positions with no educational background, financial resources are limited. The attitude of the executors who are not responsive, the economic, social and political conditions that are not optimal in handling cases of violence.
