The non-cash transaction policy on toll roads is a policy issued by the Minister of Public Works and Public Housing number 16 of 2017. This policy aims to improve services to toll road users. However, in the implementation process, several problems were found, such as traffic jams due to a lack of balance on the e-toll card, machine and equipment errors at the toll gate and transactions still being made in cash. So this study aims to determine and describe the implementation of non-cash transaction policies on toll roads through toll electronic cards (e-toll) at PT. Jasamarga Toll road Operator of the Medan-Kualanamu-Tebing Tinggi toll road. This study uses a descriptive research method with a qualitative approach. Data collection techniques are carried out by interviewing, observing, and recording documents related to the implementation of non-cash transaction policies on toll roads. The data obtained was then analyzed qualitatively by reviewing all data collected and supported by interview results. The results of the study were measured based on the Van Meter and Van Horn implementation models. In standard indicators and policy targets, the implementation of the policy has not fully complied with the established standards so that the goals have not been fully realized. On the resource indicator, human resources carry out their respective functions and non-human resources in the form of equipment that already exists and functions at all MKTT toll gates. Indicators of communication between organizations and activity implementers show that executors routinely coordinate and communicate with other stakeholders and communications carried out by PT. Jasamarga Tollroad Operator with the Bank is in the form of a meeting. Indicators of the characteristics of implementing agents show that policy implementers know and understand the policy of non-cash transactions on toll roads because they have been socialized beforehand. In terms of social, economic and political conditions, it was found that there were many road users whose awareness was still low, causing traffic jams and road users considered the MKTT toll tariff to be quite expensive. Furthermore, the attitude of the executor in carrying out the non-cash transaction policy on the toll road is quite responsive when a problem occurs. Even though transactions are carried out in a non-cash manner, researchers still find officers who are always on standby at every toll gate to help road users if there are problems in the transaction process.
