dc.description.abstractEducation is the foundation of a nation in building civilization. Investment in the field of human resources (HR) or human investment, through education is a long process. To support the success of education, careful planning is needed so that educational outcomes achieve the predetermined goals. However, in reality, based on my observations, there are still many Papuan students who study at the University of North Sumatra (USU) who have completed their study period of more than 3 years for D3 and for S1 more than 4 years. There are still many D3 and SI students who have exceeded their study period. From the conditions above, the purpose of this study was to determine the inhibiting factors during the study period. The University of North Sumatra began accepting Papuan students since the first year the Higher Education Affirmation Program (ADIK) was held, namely in 2012. The ADik Scholarship is government assistance to provide learning opportunities for students who experience difficulties and affordability of access to education at the higher education level.en_US
