This research was conducted to see the results of the Education and Training Evaluation carried out by the Medan City Regional Personnel and Human Resources Development Agency, as the implementer of Education and Training must re-evaluate the results of the implementation of Education and Training, because there are still employees who do not want to participate in Education and Training for State Civil Apparatus because it is more concerned with work in the office so that the services provided to the community by employees who do not attend education and training are less satisfying to the community. So the purpose of this study was to find out the results of the evaluation of previous education and training programs in improving the performance of the state civil apparatus at the Department of Population and Civil Registration of the City of Medan. This study uses a descriptive research method with a qualitative approach. Data collection techniques were carried out by means of observation, interviews and documentation relating to the evaluation of education and training programs in improving the performance of state civil servants at the Medan City Population and Civil Registration Office. The data obtained was then analyzed qualitatively by reviewing all the data collected, which was supported by the results of interviews with the theoretical approach put forward by Nurcholis that policy evaluation is measured through input, process, output, and outcome. The results of this study can be seen that the evaluation of education and training programs has not run optimally, this is because there are still deficiencies in the implementation of education and training in Medan City such as in the input dimension, human resources as an aspect of the assessment there are still those who do not take part in education and training because more concerned with work in the office, so that the services provided by the State Civil Apparatus to the public are unsatisfactory. Then on the process dimension, there is still a lack of socialization regarding education and training so that employees do not know the information about the holding of education and training, prior to conducting DIKLAT, coordination is needed by several institutions so that they can ensure that the implementation of DIKLAT runs smoothly, making it easier to monitor, evaluate and evaluate students. all participants who took part in the TRAINING. For the output dimension, it can be said that the achievement of goals is still being carried out continuously so as to achieve the goal of improving ASN performance and evaluation is needed in education and training to make it better. Outcome dimension, it can be said that there has been a change to the ASN of the Medan City Population and Civil Registration Service, ASN who have participated in the TRAINING and TRAINING can be said to be more aware of their work in accordance with existing SOPs.
