The problem of Homeless and Beggars has become a common sight that is often found in public places such as tourist attractions or at traffic lights. Some of them came to homes wearing their sea clothes, carrying babies and begging for mercy. The existence of gepeng has a habit of moving from place to place, making it difficult to produce accurate data on the gepeng population. As for dealing with sprawl, this involves collaboration between the Social Service and Satpol PP. Collaboration that exists between stakeholders is expected to create comfort and convenience for the community. The method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of observation, interviews and documentation. Then analyzed with the theory from DeSeve (Sedarmayanti 2021), namely network structure, commitment to goals, creating trust in members, clarity in governance, access to power, division of accountability and responsibility, information sharing, and access to resources. Based on an analysis from DeSeve's theory (Sedarmayanti 2021), the Satpol PP and the Asahan District Social Service do not yet have a joint organizational structure and do not hold meetings or discussions to discuss overcoming sprawl. Furthermore, the existence of a halfway house which is a temporary sprawl place still requires better maintenance. and the coaching process carried out by the Social Service is only limited to providing advice and returning beggars to their place of origin without any solution to the problems they are suffering from. This reveals that collaboration on overcoming sprawl still needs improvement.
