The Partnership Program (PK) is a form of the company's commitment tobe able to contribute to the social, economic and environment around the company's operational areas. Besides that, the entrepreneurial aspect in the company's operational area also responds through PK. Therefore, this PK is not only carried out as an effort by the company to show its concern, but at the same time it can provide a multiplier effect for increasing the economic welfare of the community. The purpose of this study is to find out and describe in detail how the implementation of the Micro Small Business Partnership Program (PK) by PT. Pertamina Patra Niaga Regional of North Sumatra in Simalungun Regency. This research method uses a qualitative approach. Data collection techniques by means of interviews, observation, and documentation. Data analysis techniques by conducting data reduction, data presentation, and drawing conclusions. The data that has been obtained is analyzed in a qualitative way with the implementation theory approach proposed by George Edward III including; communication, resources, arrangements, and bureaucratic structures. The result of this research is the implementation of the Partnership Program (PK) for small micro businesses by PT. Pertamina Patra Niaga Regional, Sumbagut, Simalungun Regency, it can be seen that in its implementation, seen from the aspects of communication, resources, disposition and bureaucratic structure, it still experiences several obstacles in its implementation.
