In the laws and regulations governing villages, it is stated that every village has a business entity owned by the village and most of its capital comes from direct participation from the village which is separated to manage assets, services, and other businesses for the welfare of the village community called BUMDes. This business entity plays a role in the implementation of village government and village community empowerment which functions to stimulate, facilitate and protect and empower the economic welfare of rural communities in particular. Furthermore, this study aims to find out how the Johar Mandiri Jaya BUMDes existence as a form of public organization. In its implementation, there were still problems such as unclear organizational structure and discipline in implementing business unit activities in Pematang Johar Village, Labuhan Deli District, Deli Serdang Regency. The method used in this research is descriptive with a qualitative approach. Data collection techniques used in collecting data in the form of interview techniques, observation and documentation. This study uses Weber's theory which states that a public organization can be seen from several indicators, namely strict work on regulations, official administration, special tasks, discipline and structure. The existence of BUMDes Johar Mandiri Jaya as a form of public organization has not yet been seen optimally or as expected. The reasons for this include the low number of human resources participating in BUMDes, the lack of resources included by the village, and the organizational structure that does not clearly show the flow of tasks between the charts.
