| dc.description.abstract | A person with social welfare problems (PMKS) is a person, a family member of the community who, due to some obstacle, difficulty or disturbance, is unable to carry out his social functions so that he cannot meet his life needs (physical, spiritual and social) in a reasonable manner. The Medan City social service as an agency in the social sector has duties and obligations in fulfilling rights from a social aspect, fulfilling these rights is spelled out in providing opportunities for persons with disabilities to obtain social rehabilitation, social security, social empowerment and social protection. The problems that arise are related to the capacity of the Social Service in empowering persons with disabilities. There is no training organized by the Social Service, the number of tools provided to persons with disabilities is still lacking, there are no special stairs or special toilets for persons with disabilities. The method used is descriptive method with a qualitative approach. In researching, researchers conducted interviews with informants from the Medan City Social Service. Researchers also conducted interviews with people with disabilities. Then observations, documentation and literature studies were also carried out at the Medan City Social Service to answer research problems. To check the validity of the data, source and technique triangulation techniques were carried out, namely comparing from several sources and data collection techniques. The findings in the research field concluded that the capacity of the Medan City Social Service in Empowering Persons with Disabilities in Medan City had not been maximized. The capacity of the Human Resources of the Medan City Social Service needs to be increased because there is no education and training provided to employees, especially in the Social Rehabilitation Sector of Persons with Disabilities Outside Institutions and/or Institutions. Furthermore, the Infrastructure and Process Capacity of the Medan City Social Service currently also needs to be improved as can be seen from the lack of supporting facilities for Persons with Disabilities in the Medan City Social Service office which handles the problem of Persons with Disabilities. | en_US |
