| dc.description.abstract | Drug abuse in Indonesia in recent years has become a serious problem
and has reached a state of concern. Seeing the development of drug abuse that
continues to increase. Southeast Aceh Regency is one of the places for drug
trafficking, data on drug abuse has increased in the last three years, so the Aceh
Tenggara District government issued Qanum No 4 of 2016 as an effort to prevent
and deal with drug abuse. This study aims to describe how the Policy for the
Prevention of Eradication of Drug Abuse and Illicit Trafficking in Southeast Aceh
District is implemented.
This study uses a qualitative method. The collection of data used by
researchers is by interview techniques, observation, and documentation as
research support. The data obtained were analyzed using the implementation
theory put forward by Van Meter and Van Horn, which includes standards and
targets, resources, characteristics of implementing agents, communication,
implementor dispositions, and the economic, social, and political environment.
The results of this study indicate that the implementation of the Policy in
Southeast Aceh District has not gone well because after the implementation of this
policy it has not shown a significant reduction in drug abuse in Southeast Aceh
District. When analyzed using the Van meter and Van horn implementation
models, the standard indicators and policy targets have a strong foundation, but
the implementation is still very lacking, on the resource indicator, the number of
members owned by the BNK and the Police is still very lacking, the funds they
have are also very low. lacking, as well as facilities for rehabilitation do not exist.
On communication indicators BNK and the police build good communication. In
terms of the characteristics of implementing agents, it is quite good with high
commitment and dedication given by policy implementers. In the indicator of the
disposition of the implementer, the knowledge and understanding of this policy is
quite good because there is a legal basis that is used as a guideline in carrying
out the policy, then in the indicators of the conditions of the socio-economic and
political environment, they tend to be indifferent to the surrounding environment,
making it difficult for the BNK and the Police to achieve the targets that were
