The Government of Indonesia has contributed to the success of the Cities Without Slums (KOTAKU) program in Indonesia. One of the supports in question is the issuance of a Circular Letter of the Directorate General of Cipta Karya, Ministry of Public Works and Public Housing Number: 400/SE/DC/2016 concerning Guidelines for the City Without Slums Program (KOTAKU). Guided by a circular letter issued by the Directorate General of Human Settlements regarding the guidelines for the KOTAKU program, Gedung Johor Village, Medan Johor District, however, it is not yet known how the process for implementing the Cities without Slums program in Gedung Johor Village. Based on this background, the writer is interested in describing how the implementation of the City Without Slums Program (KOTAKU) in Gedung Johor Village, Medan Johor District. This research uses descriptive research method with a qualitative approach. Data collection techniques used in primary data collection are through interviews and observations. While secondary data collection is through documentation and literature. Based on the results of the research that has been conducted, it shows that the City Without Slums (KOTAKU) program that has been implemented in the Gedung Johor sub-district has not been fully effective and efficient because it has not yet reached the standards of infrastructure development and basic residential services and improving the welfare of people in urban areas. Budget resources provided by Investment Fund Assistance through the State Budget and the people in the Residential Area Housing working group who support the process of implementing the Cities Without Slums program. Regarding the level of compliance and the response from the implementers, obstacles arise due to the attitude of the people who are less aware of the Cities Without Slums program. With an intensive socialization process by giving directions to the community, it has succeeded in increasing community participation which in turn will determine the success of the Cities Without Slums program
