Higher order thinking is a thinking skill that includes analyzing, evaluating and
creating. Reading is seen as a developing set of knowledge, skills and strategies
that individuals build throughout life in various contexts, through interaction with
the environment. Reading literacy in this study aims to be able to describe the
condition of higher order thinking skills in reading literacy for groups of students
aged 14-18 years in Indonesia. Data regarding the reading literacy HOTS score
were obtained from the results of measurements carried out by the Organization
for Economic Cooperation and Development (OECD) through the Program for
International Student Assessment (PISA), in 2018. The research method used in
this study was a descriptive quantitative research method. The results of this study
indicate that the majority of students in Indonesia have HOTS reading literacy
which is in the low category, and seen by gender level there are 6,240 female
students and 5,858 male students who participate. The results of this study can be
useful for making efforts to increase HOTS reading literacy in students in
Indonesia.
