dc.description.abstractThis study aims to explain the role of the state civil apparatus in adapting new habits to the conditions of the Corona Virus Disease 2019 (Covid-19) pandemic in Medan Kota District, Medan City, and to describe the obstacles state civil servants have in implementing the adaptation of new habits to the Corona Virus pandemic conditions. Disease 2019 (Covid-19) in Medan Kota District, Medan City. The phenomenon that occurs is that the Medan City Government closes or limits visits that are frequent and visited by many people such as malls, schools, cinemas, festivals, concerts, and so on. The method used in this study is a qualitative research method by observing, documenting, and interviewing key informants, main informants and supporters in order to obtain the required data. Data analysis uses three stages, namely data reduction, data presentation, and data collection or data verification. The results of this study are that the form of participation carried out by the ASN community in Medan City District as implementers is to implement, appeal to and provide facilities needed to implement health protocols for the entire community. Whereas for the community the form of participation is to implement the rules that have been set and provided by the implementer by always wearing a mask, washing hands with soap and running water and keeping a distance. Also, the obstacle encountered by ASN is that there are still many other people in Medan City who have not heeded and implemented health protocols in accordance with the policies set by the government, such as not wearing masks, keeping their distance and not washing their hands or carrying hand sanitizers. Meanwhile for the community, the obstacles encountered when implementing the health protocol are that they are not used to using masks regularly and the additional cost of buying a stock of masks to be used.en_US
