Article 33 paragraph 3 of the Constitution reads: "Bimi and water and the natural resources contained therein are controlled by the state and used for the greatest prosperity of the people". The mandate of this law is the basis for the government that exercises power to regulate and manage all natural resources in Indonesia. Discourse on welfare through development is a goal that is always echoed by the government to give confidence to the community in dialogue or compromise spaces. The existence of PT Dairi Prima Mineral (DPM) is clear evidence that the State has power over natural resources in Indonesia. The zinc mine which is located in the Sopokomil area in Dairi Regency, North Sumatra province in Indonesia and has been established since 1998 with an area of 27,420 hectares turns out to store zinc content of around 5 percent of the world's zinc reserves. The existence of this mine reaped community movements from two directions. The presence of the dualism movement of the community to reject and support the existence of PT Dairi Prima Minral (DPM) strengthens the social dynamics in Kab. Dairy. Initially, social dynamics strengthened in 2021 after changes were made to three mining development locations which had to obtain environmental permits. Amdal changes are an important highlight for the issuance of environmental permits by the ministry. The PT Dairi Prima Mineral (DPM) Amdal, which was compiled by USU academics, is in the spotlight because of its controversial content. The community feels worried and afraid of the existence of this mine, so that various social movements have been organized in the Dairi district, especially those carried out by residents around the mine. Based on this, researchers want to look deeper into the social movements carried out by the people of Kab. Dairi in addressing the existence of PT Dairi Prima Mineral. Researchers want to see how the impact of the existence of PT Dairi Prima Mineral (DPM) on Dairi Regency, specifically in social and political aspects. As well as researchers want to see the forms and processes of social movements carried out by the community, and what impact these social movements have. By using the Theory of Civil Society, New Social Movements and Political Participation approaches, researchers try to deeply discuss and analyze the Social Movements carried out by the Kab. Dairy
