Analisis E-Government dengan Model Government To Citizens dalam Penerapan Pelayanan Administrasi Kependudukan Berbasis Online (Perkebbas) di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi

Abstract

Online-Based Population Administration Services (PERKEBBAS) is a series of activities that utilize information technology to facilitating the community and relevant agencies for the issuance of population documents. The application of the PERKEBBAS application was found to still have various problems such as lack of understanding of the community, lack of socialization, facilities inadequate supporting technology and not yet fully qualified agencies in collaboration with the Office to implement the PERKEBBAS application. Study this aims to analyze the implementation of e-Government with the Model Government to Citizens through the PERKEBBAS application at the Population Service and Civil Registration of Dairi Regency. The research method used in this research is research descriptive with a qualitative approach. Data collection is done by interview techniques, observation, documentation, and literature. Data analyzed qualitatively using the results of studies and research from Harvard JFK School of Government, namely: Support, Capacity, and Value. The results of the study show that in order to apply the concepts the concept of digitizing the public sector where the PERKEBBAS application is made with the Government to Citizens model, namely to bring services closer to society by saving time, effort and money. There are three elements which must be owned according to the results of studies and research from Harvard JFK School of Government, namely the first element of support, was found to have no socialization given to the community directly, socialization is still only carried out through online media and to agencies that cooperate with service party. The second element of capacity is the need to increase the budget, in order can meet infrastructure such as e-KTP and Card printing machines Identity of Children in 15 Districts in Dairi Regency. Capacity in terms of information technology infrastructure that is still lacking is also found, such as internet network problems, computers and printers that are still minimal in the villages of Dairi Regency. Thus, various constraints are described must be corrected by the District Population and Civil Registration Service Dairi to achieve the goals and targets that have been set.
