    Abstract
    The Population Administration has a very important role in providing legal identity and legal certainty over population documents for population events, the government implemented electronic-based services that is the integrated service information system of Population (sipenduduk). This sipenduppet system is made by the Patuan and Paturation of Pekanbaru City Civil Service so that people can be easier to take care of the population documents they need. But in its application is still found various problems that is lack of socialization, people who are still lagging on technology and still their founding facilities and infrastructure such as computers, mandal and damaged printers. So this research is conducted to know and review the "effectiveness of e-government implementation through the website of integrated service information systems of Population (sipenduduk) in the Peopleship Administration Service in the Patups and Paturation of Pekanbaru City Civil License". The method used in this study is a qualitative descriptive method. For information and data, researchers conducted interviews with the occupation and civil service officials of the new pekanbaru city. Additionally, researchers observe and document all the way back to the research. Data that has been acquired, analyzed using Duncan's theory of effectiveness, measuring effectiveness with indicators of achieving goals, integration and adaptation. From research, it is known that, The effectiveness of the implementation of e-government through the website of the population-based information system (population) in the administrative services of population and civil-service administration of the new city has not been as effective as the measure of the goal of settlement of the occupation document, because the process from a center is not yet optimal and the verification of the slow investment administration. The second measure of integration has undertaken socialization but has not been evenly distributed across terrain. And the final measure of human resource adaptation based on effective quantity and quality. However, infrastructure and tools for occupation and civil service in the new city were not adequate to provide services.
