| dc.description.abstract | The Empowerment Strategy for Micro, Small and Medium Enterprises (MSMEs) has always been an important task for the government. MSMEs have extraordinary strength in supporting the Indonesian economy which is able to survive and maintain the wheels of the country's economy with various risks. The North Labuhanbatu Regency UKM Trade and Cooperative Service is an agency that supports and fosters micro and small business actors. Good strategic management is needed so that the UMKM players in North Labuhanbatu Regency. are ready to compete and are able to produce quality and creative products. Based on the observations made, researchers found problems faced by MSME players (1) marketing, (2) capital and funding, (3), (3) innovation and utilization of information technology, (4) availability of raw materials, (5) production equipment, (6) workforce absorption and empowerment, (7) business development plans, In this study the theory used is the theory according to J. David Hunger and Thomas Wheelen which includes four basic elements including environmental observation; strategy formulation; strategy implementation; evaluation and control. Based on the results of research in the field, the researchers stated that the Government's Strategy in Empowering MSMEs at the UKM Trade and Cooperative Office had not run optimally. The results of the study show that there are still many MSME actors who do not participate in activities made by the government, in addition, there is a limited budget because they carry out direct coaching to each sub-district, and for now the Office is also unable to provide capital assistance temporarily due to limited capital. However, it is in accordance with the agency's objectives that the increase in the community's economy has been productive and sustainable. | en_US |
