Strategi KPU Kota Medan dalam Meningkatkan Partisipasi Masyarakat Melalui Pemutakhiran Data Pemilih (Studi Kasus Pilkada Kota Medan Tahun 2020)

Abstract

This thesis discusses the strategy of the Medan city KPU in increasing community participation through updating voter data in the 2020 Medan city election case study. This study aims to find out how the Medan KPU strategy in increasing community participation through updating voter data. The type of research used is qualitative research methods and uses observation and interviews. The theory used is political participation. The results showed that in increasing public participation through updating voter data in the 2020 Medan city election, the KPU carried out a strategy in the form of steps to achieve national targets through updating voter data from an administrative perspective. Starting from observing DP4 then conducting intensive coordination with the City Government of Pemko, continuing to conduct Technical Guidance (Bimtek) periodically to KDP and PPS, also coordinating with Disdukcapil and conducting direct coklit door to door by the Voter Data Update Officer (PPDP), Finally, the Medan City KPU also instructed PPS to conduct intensive communication through technology with PPDP through group chat In this thesis, it was concluded that from the comparison of the results of the 2015 and 2020 regional elections, it can be seen that there has been an increase in the participation rate. It can be seen that although the number of DPT in 2020 was less than in 2015, there was a significant increase in the participation rate. That is, from 1.9 million DPT, only 25.38% of the parmas became 45.80% of 1.6 million DPT. The increase in participation rate was apparently caused by the improved quality of data validation. So that participation goes up. However, despite the increase in the tie, the Medan KPU is still considered ineffective because the increase in the number of parmas does not reach the target of 77.5 percent.
