dc.description.abstractPublic services are all activities in the context of fulfilling basic needs in accordance with the basic rights of every citizen and resident or a good, service and or administrative service provided by service providers related to the public interest. In order to implement public service delivery activities, the Ministry of Home Affairs issued Regulation Number 138 of 2017 concerning Guidelines for the implementation of One-Stop Integrated Services in the regions, so that the procedure for implementing regulations takes place without obstacles for all licensing and non-licensing services in the regions with a one-stop method, the relevant agencies are responsible for providing licensing and non-licensing services. In this study, the approach used is qualitative research. This study aims to analyze the implementation of One-Stop Integrated Services at the Investment Office and Integrated Licensing Services of North Sumatra Province and what factors hinder in increasing investment. The type of data in the study uses primary data, by conducting interviews with sources, then secondary data is obtained by analyzing literature and literature related to the implementation of public services. The analysis technique in this study is by reducing data, presenting data, and drawing conclusions. The results of the study that in order to attract investors to invest, the One-Stop Integrated Investment and Licensing Service of North Sumatra Province seeks to realize a positive view by removing negative assessments of poor licensing services. In addition, by forming a positive view in order to provide added value for Licensing Services in North Sumatra Province. The One-Stop Integrated Investment and Licensing Service of North Sumatra Province in implementing the One-Stop Integrated Service is not yet intact, in the sense that the authority still has a separation gap between agencies so that it has not fully met the expectations and satisfaction of licensing service users and besides that, the complex bureaucracy makes it difficult for investors to take care of business licensing, this results in fluctuating investment growth.en_US
