Pengaruh Penerapan Online Single Sub Mission (OSS) terhadap Kemudahan Perizinan Berusaha bagi Pelaku Usaha di Provinsi Sumatera Utara

Abstract

Due to low economic growth, lack of investors interest to invest in North Sumatera, the existence of law regarding regional Licencing which is still overlapped, and Repost regarding bussines actors’ complaints in terms of bureaucracy process during the Licensing Administration, the licencing administrations needs to be handled seriously so the public trust can be built toward the government. In regards to these circumtances, the government makes a policy regarding licencing to facilitate the Bussines Licencing process by releasing the application of Online Single Submission (OSS) with the concept of Easy, Fast, transparent, and with legal certainly. The research is conducted qualitatively using descriptive stasistics through the test of validity and realibily and the use of linier regression approach to obtain the coefficient of determination of variable X namely Online Single Submission (OSS) and variable Y namely the ease in Bussines Licensing. Data are collected using questionnares, direst observation, and documentation. OSS is analysed based on the theory of Edward III and Government Regulation number 24 of 2018 on the ease of electronic-integrated bussines licensing. The research involves 108 samples divided into 3 groups namely interpreneurs of macro, medium, and micro interprises and focuses on the Capital Invesment gency and PTSP of North Sumatera Province. The research result concludes that Online Single Submission (OSS) applications in relation to bussines licensing administration for bussines actors in North Sumatera Provinces has run successfully. It can be seen from the value of effect between two variables which is 81.1% or the category of having very strong effect. Effecting factors include aparttus resources in the division of Professional and competent service, adequate and comfortable facilities and insfratucture which meet the criteria of standart public service, legal umbrella in the form of standard operating procedure and a clear standard service as well as the leader’s Commitment namely the head of capital investment agency and PTSP of North Sumatera Province in providing maximum service to the society which is fast, transparent and without illegal fee practices.
