Sexual violence against children is still a homework that must be completed immediately because it has a very high number of cases. To provide services to child victims of sexual violence, the government built the Office of Women's Empowerment, Child Protection and Community Empowerment (DP3APM), one of which is in Medan City. However, in DP3APM Medan Citythere are still several shortcomings such as lack of human resources, programs, and facilities provided in providing services for child victims of sexual violence. This study aims to describe and examine in depth the capacity of DP3APM in nature to provide services for children victims of sexual violence in Medan City.
The research method used in this study is descriptive research with a qualitative approach. Data collection is carried out by interview, observation, and documentation techniques. Data were analyzed with organizational capacity theory according to Horton (2003: 24), including: Resource (Staff Members, Infrastructure, Technology, and Financial Resources), Management (Strategic Leadership, Process and Program Management, and Network-Relationships).
The results of the study show that the capacity of DP3APM Medan City is optimal in providing services for child victims of sexual violence seen from several indicators that have been fulfilled such as staff members having attitudes and behaviors that can provide comfort while providing services even though there are still limitations. Technology has developed enough because it already has a website that can help victims in making reports online. In financial resources, budget management and service delivery are good enough. Then, in the strategic leadership of DP3APM has formed the PPA Task Force, and the Head of UPT PPA has supervised and created a sipedulipuan website. Then, in process and program management, DP3APM already has a program to provide special services for children and a program to prevent cases of sexual violence in Medan City, although there is still no post-handling program. In the network- relationship there is already cooperation carried out with other parties in providing services to child victims of sexual violence.
