Abstract

The objectives of this research are (1) to analyze the position of the Manicipal Police Unit in implementing enforcement local no. 1 of 2021 in the North Sumatra Province; (2) To analyze role of the Manicipal Police Unit in implementing enforcement of regional regulation No. 1 of 2021 in the North Sumatra Province; (3) To analyze inhibiting factors faced by the Municipal Police Unit in implementing enforcement of regional regulation no. 1 of 2021 in the North Sumatra Province; The research uses a qualitative method that aims to describe role of the Municipal Police Unit in enforcement of Regional Regulation No. 1 of 2021 in North Sumatra Province. This research is carried out in the North Sumatra Province as it is one of high percentage provinces affected by the Covid-19, so this affects sociologically and anthropologically on people's thinking, social interaction, culture, and political behavior in seeing the role of the Municipal Police Unit in enforcing regional regulation no. 1 of 2021 in the North Sumatra Province. The research informants in this research are taken by a purposive technique. Purposive is a technique to determine research samples with certain considerations that aim to make the data obtained more representative. The research result indicate that (1) position of the Municipal Police Unit in Implementing Enforcement of Regional Regulation No. 1 of 2021 in the North Sumatra Province is as a mentor and supervisor. This position authorizes the Municipal Polisi Unit (Satpol PP) to carry out socialization related the implementation of health protocol and impose sanctions on violators. (2) Role of the Municipal Police Unit in Implementing Regional Regulation Enforcement No. 1 of 2021 in the North Sumatra Province is as an extension of the Governor of North Sumatra to carry out regulatory instructions, especially in articles 11-13. (3) Inhibiting Factors faced by the Municipal Police Unit in Implementing Enforcement of Regional Regulation No. 1 of 2021 in the North Sumatra Province, among others, are weak sanctions application due to human values that emerge in the as well as overlapping authorities with other law enforcercement and indirectly obscures role of Satpol PP as stated in articles 11-13.
