Pengaruh Penerapan Electronic Procurement dan Good Governance terhadap Kinerja Pengadaan Barang/Jasa pada Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Sumatera Utara

Abstract

The objective of the research is to delve into and perceive the effects of implementation of e-procurement and good governance simultaneously on the performance of procurement of goods and services and the effects of implementing them on the performance of procurement of goods and services. The research employs quantitative method with simple regression analysis to find out how significant the effects of independent variables and dependent variable. The population comprises 41 employees of the Goods and Services Procurement Bureau at the Secretariat of North Sumatera Provincial Government, and all of them are taken as the samples, the respondents, by using total sampling technique. Questionnaires of 35 questions are distributed to the respondents. The data are analyzed quantitatively by using simple regression analysis.

The findings of the research demonstrate that the implementation of e- procurement has poslitve and significant effects on good governance at 15.6% Meanwhile, good governance has positive and significant effects on the performance of procurement of goods and services at 4396. The implementation of both of e-procurement and good governance simultaneously has positive and significant effects on the performance of procurement of goods and services at 39.7%, indicating that the implementation of e-procurement and good governance is getting better so that their performance will increase.
