Food is a basic human need that is foremost, in this case the state is
obliged to meet the food needs of every citizen because food is also part of the
human rights guaranteed in the Constitution of the Republic of Indonesia. Raskin
in this case is one of the government programs related to fulfilling food security.
Rice for the poor program implementation (Raskin) has been running about
sixteen years since 1998 until now. Many things have been done by the
government to make improvements and adjustments to the distribution of the rice,
but until now there are still many problems in the distribution of Raskin both
central and regional levels. Research in this thesis describes the implementation
of policies Raskin Program in Kotapinang village, District Kotapinang,
Labuhanbatu Selatan Regency. This study used a qualitative approach with
descriptive method by using the theory of George C. Edward III on the
implementation of policies that are influenced by variables communication,
resources, disposition and bureaucratic structure. The results showed that the
implementation of Raskin in Kotapinang village not implement variable policy
implementation in terms of communication, resources, disposition and
bureaucratic structure well. It is then still have an impact on the discovery of
several irregularities in the distribution of Raskin, as was the discovery of the
improper implementation of the Raskin price, not the right target, not timely and
proper administration. As for the right quality and the right amount can generally
be said to be going well. Raskin that exist today do not reflect the principles of
community development, the government should be able to formulate other
programs over the welfare of society by emphasizing the principles of
empowering people to overcome poverty.
