Abstract

Implementation of public information disclosure policies mandated UU No 14 Tahun 2008, followed by Batubara Regent with issued decree No.13 Tahun 2015 on Guidelines for Public Information Services and on 23 July 2015 instituted Documentation and Information Management Officer (PPID) Regent of Batubara Study of public information policy implementation in this thesis uses the concept study of implementation of disclosure policies of Pratikno et al which aspects of policy implementation which includes the achievement of outcomes of institutional and substantive outcomes. This type of research in this thesis is descriptive and the approach used in this study is a qualitative approach the location of the research carried out in the Batubara district. Selection of informants used by using purposive sampling and snowball sampling. Results of this study are as follows: The achievement of the implementation of public disclosure seen from the achievements of the institutional and substantive achievements implemented Documentation and Information Management Officer (PPID) District of Batubara, while the factors reinforcing the implementation of public disclosure conducted of achievements implemented Documentation and Information Management Officer (PPID) District of Batubara is (1) Socialization (2) Communication, (3) Disposition, (4) Support of Social and Political Environment, while the inhibiting factor is the lack of human resources to collect, manage, and publish service information disclosure public services
