The objectives of this thesis are to determine public responses to communication message of Susenas public responses differences to communication message of Susenas by household income category. This research used Stimulus Organism Respons Theory of DeFleur to analyze data collected. The research method used is descriptive method with quantitative approach. The population in this research is societies that had became Susenas's respondents on March 2016 at Pematangsiantar City, for 560 (five hundreds and sixty) households. The samples consist of 85 (eighty-five) households, spread over 8 (eight) districts and were selected randomly and proportionated based on districts population site by Stratified Cluster Sampling Technique. The research results as a whole public responses are positive. Public responses on cognitive dimension are negative. where responses on impression indicators are positive, responses on experiences and knowledge indicators are negative. While, public responses on affective dimension are positive, where responses on awareness and hope indicators are positive. Comparative hypothesis test indicates that there is no difference on public responses to communication message of Susenas by household income category
