dc.description.abstractThe relationship between Central and Local Government has been essential in handling Covid-19 pandemic, yet the policies implemented are frequently not synchronized since each government has their own perception and authority toward these policies. Administratively, the Law No 23/ 2014 rules that the issues concerning health and disaster fall into congruent government matters, indicating that central and local government share the authority. Local government feels that they have more authority because Cavid-19 is related to public health of the local people. Meanwhile, Central Government is also authorized beacuse Covid-19 pandemic is a national disaster as mentioned in the Presidential Decree No. 12/2020. These different point of views are obviously seen between the Central Government and DKI Jakarta Municipality. This research delves into how the authority of central government and DKI Jakarta Municipality are conflicted in handling Covid-19 pandemic. This qualitative research employs descriptive qualitative technique and collects its data through library study. It finds out that the authority conflict between the Central Government and DKI Jakarta Municipality is resulted from the different orientation and interests. Ever since the virus was detected in January 2020, DKI Jakarta Municipality wants to put the issue of Covid-19 pandemic into a prioritized matter requiring prompt response as it is connected to local people's health. On contrary, Central Government, at that time, was focusing on improvement of economic growth using tourism sector promotion and transportation. This contrast leads to overlapping policies taken by each government and inhibits Cavid-19 handling from maximal results. However, at the nature of hierarch, DKI Jakarta Municipality is supposed to comply with the steps taken by the Central Government to avoid overlapping policies and to prevent conflict of authorityen_US
