dc.description.abstractThis research discusses social protection for people with disabilities in Medan. Social protection for the disabled is the aggregate of efforts by families, communities and the state to prevent and manage the social vulnerabilities of disabilities so that their survival can be met according to their needs and the nature of the disability. The state of disability is still vulnerable to various acts of discrimination and accessibility is still minimal, making it very difficult for people with disabilities to be independent. This research will firstly answer the general description of disability in Medan, secondly. the social and community support for disabilities, thirdly, the program implemented by the Municipality of Medan, and fourthly, create a social protection model for the independence of people with disabilities. The research design used is descriptive method with qualitative approach. This research is conducted in Medan, North Sumatra Province. Medan is selected as the research site based on the consideration that Medan has the highest number of disabilities compared to other cities in North Sumatra province. The research uses primary data sources collected through interviews and forum group discussions, and secondary data sources collected from documents, images, academic studies, etc. The theory used in this research is social protection theory. The research findings indicate that good data collection on disability does not yet exist. Disabilities are still discriminated against. Service facilities and accessibility are still minimal. Social support from families and the community is still low and the programs implemented by the Medan city government are still neutral and specific programs for disabilities are still minimal, offering a social protection model for the independence of the disabled. The security models offered are the clientele system social security model, the target system security model and the combined social security model for the disabled, social workers and target systems. These three models focus on supporting people with disabilities. Social workers who act as a liaison for people with disabilities to achieve their independence.en_US
