The rationale for this paper is the development of a waterfront city
development concept that has been widely adopted by many countries in the world.
Waterfront areas are part of the physical elements of the city that have the potential
to be developed into a living area (livable) and a community gathering place. In its
development, the Waterfront concept in several countries in the world has a concept
that tends to be the same. Waterfront development should be able to be processed
optimally to highlight the potential and characteristics of each area. To present an
effective and functional development concept, it is necessary to control it by
considering physical, economic, social, environmental and preservation aspects. The
aspects of consideration are obtained based on literature study. The results of the
study obtained through qualitative descriptive research methods, which were carried
out by means of observations, interviews and also literature studies on related
policies show that in waterfront development it is important to harmonize the city /
land and water so that they can play a reciprocal role. The reciprocal relationship
between the two can create a well-ordered environment as well as provide functions
that accommodate activities in the waterfront area more effectively and functionally
