Analisis Kebijakan Pemerintah Daerah Terhadap. Pengembangan Usaha Kecil Menengah di Kecamatan Tanjung Pura Kabupaten Langkat Provins! Sumatera Utara

Abstract

Small and medium enterprises (SME) is one of the business sectors which needs ve1)' much spesial attention from the government due to its role as the catalisator in the economic growth in Indonesia and its ability to cope with poverty and unemployment. In this context, the government has issued various policies supporting the Indonesian SME 's development and productivity improvement which have been stipulated in legislation and government regulation. The pwpose of this study was about the in_fiuence of local government policy in providing assistance in the forms of working capital, training, technology, access of il1{ormation, and marketing of the profit of SlvfE business in Tanjung Pura Subdistrict, Langkat District, Sumatera Utara Province. The data for this were obtained through interviews with all of the respondens comprising the Slv[E practitioners selected through census sampling technique. The data obtained were analyzed through multiple regression using General Linear Models (GLM) because the data used varied. Partially, the result of the study showed that working capital and marketing had a positive and sign(ficant influence on the SME prqfit, while training, technology and access of information had a negative and insign[ficant influence on the SME profit. Simultaneously, the result qf' this study showed that working capital, training, technology, access of information, and marketing had i1?fluence on the SAlE profit. The result qf study mentioned above reveals that the efforts of government to encourage the SAJE development and productivity improvement has not optimally met.
