Children are the next generation of the nation's ideals who have rights and
must be fulfilled, one of which is in obtaining education. However, many children
are unable to get an education due to various factors such as government policies
that are not on target as well as economic and social factors in the family and
environment. This then creates children who drop out of school or children who
are left behind academically. This phenomenon is even more concerning after it is
known that children with educational problems are generally aged 7-12 years or
elementary school age children. For this reason, a community was established that
aims to provide basic education and child strength-based education through non formal education so that children can get the education they deserve at school.
This research was conducted at Sikkola Rakyat Community which has a
learning house in Gg. Bilal, Jalan Starban, Polonia Village, Medan Polonia
District, Medan City. The purpose of this research is to find out how the role of
Sikkola Rakyat Community in providing basic education and strength-based
education for children in Starban, Medan Polonia Sub-district. The informants
used in this study consisted of key informants namely the Head of Sikkola Rakyat
Community, main informants namely 1 Sikkola Rakyat Community Teaching
Staff and 4 children aged 7-12 years in Starban, and additional informants namely
2 families of children aged 7-12 years in Starban and the Head of Neighborhood
X Polonia Village. Data collection techniques were conducted by literature study,
observation, interview and documentation. The data obtained in the field was then
analyzed by researchers who explained qualitatively with descriptive research
methods. To answer the problems in the research, the theory of the role of the
Sikkola Rakyat Community and the theory of community roles according to Jim
Ife and Frank Tesoriero were used. So that the results of the research show that
the Sikkola Rakyat Community plays a role in providing basic education and
strength-based education for children in Starban even though it is a little less than
optimal, which is seen from the role of the Sikkola Rakyat Community, namely
basic education including reading and writing arithmetic, and basic science, and
strength-based education including the development of interests and talents. And
also seen from the role of the community according to Jim Ife and Frank
Tesorioero, namely the facilitating role includes support, facilitating groups,
organizing, and personal communication, then the role of educators includes
raising awareness, providing information, and training, then the role of
representation includes using the media, and networking, and finally the technical
role which includes research and management.
