    Abstract
    The expansion of Serdang Bedagai District started following the issuance of Regional Parliament's Decree of Deliserdang No. 02/DPRD/1992, date of February 27, 1992 regarding the Agreement on Expansion of Deliserdang District Level II into 2 (two) regions : Deliserdang and Serdang Bedagai District, the planning has stopped but it has made reappearance in 1999, and then based on the agreement of People Representative Board of Republic of Indonesia, President of Republic of Indonesia launched the Law of Republic of Indonesia No. 36/2003 regarding the Establisment ofSamosir and Serdang Bedagai Districts. The title of research is "Analysis of Project Compatibility planned by Bappeda through people inspiration of Serdang Bedagai District". The formulation of problem in this research is : 1) How is the relevance of development plan to people inspiration of Serdang Bedagai District? 2). What is the effect of development plan in improvement of people participation in development? And 3) what is the effect of development plan on utilization of local potency? To know the relevance of development plan on people inspiration, the qualitative data and information were collected through interview based on the questionnaires, and then it was analyzed by quantifying the data and using statistic rank scale. The discussion of research concluded: 1. The implementation of development by Bappeda of Serdang Bedagai district of Rehabilitation project od Dam in Lubuk Bayas village of Perbaungan subdistrict (IR-9) has been relevant to inspiration as evident by 73.33% of respondents stating it has been relevant, however in the project of road wall restoration and road marks and the sludge duct project toward Tourism Area of Pantai Cermin, subdistrict of Pantai Cermin (JL-2), it was not relevant to people inspiration, as evident by the only 12% of respondents stating that it has been relevant. 2. The project development is research area has an effect on improving the people participation in development, as evident by restoration project of road side and marks and also the sludge duct project toward tourism area of Pantai Cermin, subdistrict of Pantai Cermin equiring 85.29% of labours, and Rehabilitation project of Dam in Lubuk Bayas Village, subdistrict of Perbaungan also recruited 83.33% of labours, 3. The development plant in research area was effected by utilization of local potency, people participation (local labors), it was evedent by the use of raw materials such as construction materials including sand, gravel, manggoe stone were coming.from the research area.
