dc.description.abstractVillage-owned enterprises (BUMDes) were one of the public organizations that can provided welfare for the community. BUMDes Maju Bersama the village of Hutabulu Mejan would be one of the 56 BUMDes active in Toba District that is not under the law, so the District's Government of RPJMD in 2021-2026 emphasized a program to optimize the management of the BUMDes and the village's economic potential. The study aims to know and describe in detail the implementation of the empowerment program village-owned enterprises (BUMDes) in an effort to promote the welfare of people in the village of Hutabulu Mejan District of Toba. The research method used in this study is a qualitative approach with a descriptive method. Data collection involved interview techniques, observation, and documentation. The data obtained is qualitatively analyzed with the implementation theory approach presented by Van Meter and Van Horn that included the policy standard and objectived, resourced, characteristics of the executive organization, the interorganization communication and execution activitied, the attituded of the executioners, and the social, economic, political environment. The results of this study indicated that the implementation of the program for empowerment of BUMDes in the village of Hutabulu Mejan had not been successful because after the implementation of this program, the BUMDes have not incorporated and there was degeneration of the PAD sourced from the BUMDes Maju Bersama. If assessed using the implementation of Van Meter and Van Horn at standard indicators and the target of policies was already being implemented, it is not yet optimal. At the resource indicator, human resources were still very poor and there are no funded allocation. At the characteristic indicator of the executioners indicated that the performance of the task and authority of each executor in implementation had been done according to the prepared soup. Then, at the corresponded organization communication indicators and the implementation activities are already well done because the implementation of this program is based on partnership. Next, at the attitude indicator, the executive was supporting the release of the BUMDes empowerment program in Toba district. Then, at the indicators of social, economic, and political environment, there were a measure of controversy that people are pointed to the implementation of the BUMDes operational activities, but it could be categorized as supported the implementation of the region's empowerment program.en_US
