dc.description.abstract | Every human being has the right to an adequate standard of living, and a child is
no exception. Currently, the problem of abandoned children is a problem that
cannot be solved by the Indonesian government. As a concrete manifestation of
the government's efforts and concern in overcoming this problem, the government
established Child Welfare Social Institutions such as Child Social Services which
are a solution for caregiving services by providing places for abandoned and
underprivileged children. This program has a function as a shelter for children.
Children are given food and water every day and given education fees, shelter and
alternative services that can replace family functions, so that social disorders can
be limited as much as possible and children will feel living in their own family
environment. Child welfare institutions in general have provided many benefits to
children's survival, but at the time of implementation they are often not in
accordance with the objectives mandated by the program and the needs of the
beneficiaries. So that the welfare or physical, psychological and social and
spiritual needs of children are not met. This research aims to determine the
Implementation of Child Care Service Standards conducted by UPT Social
Services for Children and the Elderly in Siborongborong District, North Tapanuli
and uses qualitative research methods with descriptive types. The number of
resource persons who were the subjects of this study were 7, namely 1 key
informant who was the Head of UPT, 3 main informants who were foster children,
3 additional informants who were the head of the children section, child section
staff and social workers. The data of this research were obtained through
interviews, observation, and documentation. The results of this research
concluded that the implementation of childcare services was in accordance with
Permensos No. 30 of 2011 concerning National Standards for Child Care for
Children's Social Welfare Institutions and in the implementation of childcare
service programs was in accordance with the theory of Program Implementation
