The Village Fund Policy is a great opportunity for villages to manage
their own governance and carry out village development as described in
Government Regulation 60 of 2014 concerning Village Funds (DD) sourced from
the State Revenue and Expenditure Budget (APBN) as implementing regulation
for Law Number 6 of 2014 concerning the Village. This effort is to strengthen the
village's position within the framework of the Unitary State of the Republic of
Indonesia. However, it was found that the implementation of the policy has not
produced maximum impact. Where are there still problems found in village
development, such as in Lumban Ruhap Village where the infrastructure problem
is inadequate in providing maximum service to the community.
This study aims to assess the success of the Village Fund policy in
accordance with policy objectives, especially in developing village infrastructure
in the village of Lumban Ruhap, Toba Regency. The research method used is
descriptive method with a qualitative approach. Data collection techniques were
carried out by interviews, observation and documentation. The data obtained
were analyzed qualitatively using the policy evaluation theory approach put
forward by Samodra Wibawa which includes explanation, compliance, auditing,
and accounting.
The results of the research show that the Village Fund policy program
which aims to develop villages through the provision of funds has not run
optimally. Based on the Village Medium Term Development Plan (RPJMDes) for
Lumban Ruhap Village, which was prepared in 2020, infrastructure development
is a top priority in the Lumban Ruhap Village development plan. When analyzed
using policy evaluation indicators by Samodra Wibawa that the explanation
indicator show suboptimal results, as well as audit indicator and accounting
indicator. While those that show good results are compliance indicator.
